Avian swine influenza, just how dangerous could this be to humans and how much would potential terrorists pay?

Now every body has heard the joke when pigs fly eh?
well what about ‘avian swine influenza’ a hybrid genetically modified so that it can pass on more easily to humans my guess is yes it can be done and that if so the consequences would be catastrophic making the spanish flu of 1918 pale by comparison (There was virtually no air travel then…)
My question is this , just how difficult is it for someone with extensive resources to create it and how prepared are we if they do?

Well according to my tv (I can’t remember what I was watching) but they said the only reason people from Mexico have died even though it’s worldwide now is because most of the other countries are developed where Mexico is not. We have better care in terms of immunization and health and hygiene and so on. But I don’t know how accurate that is.
    I do know that America and most countries have numerous course of action for these things and quartine is one of them. I don’t think we’re at that level though.
